In order to ensure that the Vancouver 2010 Ticketing Programme was fair and accessible to allCanadians, this first phase of the Ticketing Programme included a random lottery for all sportssessions that were oversubscribed. In the end, the huge demand for Olympic tickets meant that morethan 120 of the 170 sessions that were available in Phase One were oversubscribed and subject to alottery. In the following two phases - which began in June and November 2009 respectively - ticketswere sold on a first-come, first-served basis.Internationally, NOCs were responsible for the sale of tickets within their own territories. They couldfulfil this directly or appoint an Authorised Ticket Reseller to assist with the management of the salesprocess. Exact sales dates were at the discretion of each individual NOC, but sales programmes werealso allowed to begin in October 2008.
